To ask the Secretary of State for the Home Department whether, pursuant to his answer to the hon. Member for Edinburgh, South (Mr. Griffiths) of 3 February,Official Report, column 422, concerning enforcement of parking restrictions, he will outline the safeguards for those motorists who feel they have been treated unreasonably.

Any person who has been issued with a fixed penalty notice, whether or not the vehicle in question has additionally been clamped or removed, may make representations to the appropriate chief officer of police, or may opt to challenge the matter before the courts.
