Mr. JacksonThe National Advisory Body for Public Sector Higher Education (NAB) advised the Secretary of State for Education and Science on the allocation of the capped Advanced Further Education (AFE) pool. Since 1982 the AFE pool has been determined by the Secretary of State as follows:

Institutional expenditure includes direct and indirect costs of providing tuition but excludes financing cost of capital expenditure. 2 Standard weightings have been used to calculate numbers of full-time equivalent students. 3 The polytechnics and OMEs figures for 1978–79 cover England and Wales. Provisional estimates of costs per qualifier are available only for higher education as a whole in calendar year 1984.
