To ask the Secretary of State for Foreign and Commonwealth Affairs what is the policy of Her Majesty's Government towards the Palestine state declared by the Palestine National Council in November 1988; and if he will make a statement.

We do not recognise the state of Palestine declared by the PNC in Algiers. Our contacts with Palestinians do not and cannot amount to Government-to-Government dealings. We regard the persons with whom such contacts take place not as governmental representatives but as Palestinian leaders. Accordingly, such contacts do not and cannot affect our position of not having recognised the state of Palestine.
