To ask the Secretary of State for the Home Department, pursuant to the answer to the hon. Member for Leyton (Mr. Cohen) of 31 January, if he will call for a report from the Comissioner of Police of the Metropolis summarising the specific criteria applied by traffic wardens and police officers in deciding(a) to tow away an illegally parked vehicle, (b) to clamp an illegally parked vehicle and (c) to issue a fixed penalty notice for an illegally parked vehicle and as to what account is taken of the gravity of the infringement and the likelihood of the vehicle causing an obstruction; and if he will publish this summary in the Official Report.

No. The enforcement of road traffic law is a matter for individual chief officers of police. I am generally content that the enforcement of parking restrictions is conducted with common sense, tact and discretion and that there are adequate safeguards for those motorists who feel they have been treated unreasonably.
