To ask the Secretary of State for Transport what steps he is taking to deregulate road haulage throughout the European Community.

The EC Council agreed in June last year to abolish all quantitative controls on road haulage within the Community from the end of 1992. The conditions under which non resident operators may carry out road haulage wholly within another member state are under discussion. We are also still discussing the qualitative criteria for access to the profession of road haulage.

Domestic haulage in the United Kingdom itself was effectively deregulated in 1968.
