§ Mr. Wyn RobertsThe requirement to introduce legislation at the earliest opportunity to give effect to Ministers' announced intentions precluded the possibility of formal consultation. Nevertheless, interested parties have been encouraged to submit their views on how the changes might be implemented and these are being considered.
