Guidance on insulation and other energy-saving measures is available to the NHS in my Department's national energy code ('ENCODE'). Ministers have, on a number of occasions, stated their wish for energy savings in the NHS commensurate with providing a proper service. So too has the Public Accounts Committee and its target of a saving in energy consumption of 1.5 per cent. per annum is generally being achieved.
