To ask the Secretary of State for the Home Department what representations he has received about the need to ensure that deaf people have access to parliamentary programmes.

Mr. Mellor

We have received representations from right hon. and hon. Members and others on behalf of viewers who are deaf or hard of hearing, requesting subtitling or use of sign language in news, current affairs and parliamentary programmes. The Broadcasting Bill contains provisions to encourage more subtitling in programmes generally.
