HL Deb 14 December 1989 vol 513 c1508WA
Lord Jenkins of Putney

asked Her Majesty's Government:

Whether there are laws other than those on child employment and speed limits which to their knowledge are regularly disobeyed.

Earl Ferrers

A very wide range of offences is dealt with by the courts of law every day. Laws are disobeyed. If they were not there would not have to be any courts. The recorded crime figures are dominated by property crime, which makes up 93 per cent. of the total. This is the type of crime on which the Government's crime prevention initiatives have so far focused.
