§ Mr. Michael SpicerUnder their licences, public electricity suppliers will implement approved procedures for dealing with customers facing difficulties with their bills which will include taking particular account of the consumer's ability to pay. These procedures can be enforced by the director under section 25 of the Electricity Act 1989.
