To ask the Secretary of State for Transport whether he will approach Governments of technically advanced countries with proposals to provide sophisticated airport security equipment to developing countries, free of charge or at reduced charge.

Mr. McLoughlin

The provision of sophisticated equipment can be ineffective and wasteful unless the necessary supporting administrative framework is in place. We are assisting developing countries to introduce the organisation, legislation and training to support their own aviation security programmes. We are paying the salaries of two security specialists within the International Civil Aviation Organisation who have the specific task of helping states to do this.
