To ask the Secretary of State for Foreign and Commonwealth Affairs whether in considering his support for the application by Cameroon for membership of the Commonwealth he will take into account the human rights record of Cameroon.

Following Cameroon's application, the question of membership of the Commonwealth was referred to a group of 10 Heads of Government appointed in Kuala Lumpur and of which my right hon. Friend the Prime Minister is a member. The group will report to the Commonwealth Heads of Government meeting in 1991. We welcome the increasing prominence given to the observance of human rights in the Kuala Lumpur communique.
