§ The Prime MinisterI have not raised Turkey's human rights record at a European Council meeting in the last two years. The European Commission's report on Turkey's EC application has not yet been submitted to the Council. When it is, we and other member states will consider it carefully, taking into account all relevant factors, including human rights.
