To ask the Secretary of State for Employment if he will take steps to ensure that full consultation is undertaken by the Health and Safety Commission with the British Association of Colliery Managers and representatives of other professional and engineering staff in the coal industry before the proposed new regulations on the management of safety and health in mines and the proposed approved code of practice are considered by Ministers.

The Health and Safety Commission has consulted widely with all interested parties and my right hon. Friend is satisfied that its procedures for consulting on proposals for regulations and approved codes of practice are satisfactory.
