§ Mr. NichollsThis must be primarily the responsibility of individuals and their employers. The training and enterprise councils will help employers to undertake investment in people. They will be closely involved in an action programme on investing in people that I have asked the national training task force to join with the CBI and other business and training organisations in developing.
