Mr. JacksonOn the assumptions made in the White Paper "Top-up Loans for Students" Cm. 520, the estimated net cost of the scheme is some £13 million in 2000; in 2005 there is estimated to be a net saving of some £37 million rising to some £49 million in 2010.
