§ Mrs. ChalkerWe have repeatedly made clear to the Iraqi authorities our concern at the abuses of human rights in Iraq. Both the United Kingdom and Iraq have ratified the international covenant on civil and political rights which prohibits the use of the death penalty against minors. The Iraqis know that we expect them to abide by their international obligations.
