The decisions announced by President Gorbachev do not affect the Soviet Union's weapons capability, because they hold stockpiles of highly enriched uranium and weapons-grade plutonium. Neither of these materials decays significantly. In addition, not all the reactors which can produce military plutonium are being shut down.
