To ask the Secretary of State for Health if he will set out the detailed arrangements for implementing the new scheme under which medical referrals to the United Kingdom for free National Health Service treatment will be allowed for patients from the dependent territories of Montserrat, Anguilla, the British Virgin Islands, the Turks and Caicos Islands and St. Helena; and if he will make a statement.

Detailed arrangements for implementing the scheme, which began on 1 April 1989, are still under discussion with the territories involved. For the moment, however, where cases arise we have suggested that territories should make contact with the Department of Health, which will recommend suitable treatment centres for individual patients. The operation of the scheme will be kept under review in the light of experience.
