To ask the Secretary of State for the Environment if he will list those district councils which have increased their rates by 50 per cent. in the last year.

There are two authorities: Basildon increased its rates by 57.2 per cent. in 1989–90; Brighton increased its rates by 56.7 per cent. in 1989–90.
