To ask the Chancellor of the Duchy of Lancaster if he will make a statement setting out the manner in which the adoption of the machine safety directive will facilitate the flow of trade within the EEC.

The aim of the machinery safety directive, which covers a wide range of machines, is the removal of barriers to trade through the harmonisation of legislation in member states. It lays down the essential requirements and certification procedures that machines have to meet to ensure free circulation throughout the Community.

Once the directive has been adopted and implemented, manufacturers or their agents resident in the Community will be required to ensure their machines meet the relevant essential safety requirements before they can market their products in the European Community. Manufacturers can choose the method of meeting the essential requirements from a number of options, including the use of harmonised European standards. The adoption of this directive will help remove the special requirements that exist in some member states, which have prevented free trade in the past. As a result, an open, single market will be created, which will enable the United Kingdom industry to compete on an equal footing in the European Community.
