Whether it is the case that the Chinese security forces in Tibet have recently been committing excesses; and, if so, what representations they have made to the Chinese Government and what action they are taking.

The Chinese Government are aware of our dismay at recent events in Tibet. In addition to the bilateral contacts we have had with the Chinese Government about this, the Ambassadors of the Troika in Peking have made a demarche on behalf of the Twelve concerning the situation in Tibet in the context of the commitment of the Chinese authorities to ensure full respect for human rights.
