§ Mrs. RumboldFrom April 1990 the proposed new system of local authority capital finance, as outlined in the Local Government and Housing Bill, will allow Ministers, when determining annual capital guidelines and corresponding credit approvals, to take into account the ability of individual authorities to spend from their capital receipts.
