§ Mr. TrippierDetails of the treatment of housing investment programme allocation for leaseback payments under section 100 of the Housing Act 1988 appear in paragraph 22 of the Department of the Environment circular: "Tenants' Choice": The Housing (Change of Landlord) Regulations 1989 and the Housing (Change of Landlord) (Prescribed Forms) Regulations 1989. The prescribed expenditure arising from leaseback will not present a drain on the authority's housing investment programme.
