§ Mr. PortilloWe see no reason to question Mr. Fennell's judgment, reached after careful consideration of representations from the London Fire and Civil Defence Authority, that it was not appropriate that it should receive an order for costs, notwithstanding his acknowledgement of the substantial contribution made to the proceedings by the authority.
