§ Mrs. ChalkerWe have drawn attention within meetings of the Council of Ministers to the need for careful consideration of the Bill's implications for positive measures programmes in South Africa. A demarche on behalf of the Twelve was subsequently made by the Spanish ambassador in Cape Town. As my hon. Friend the Minister of State said on 16 March, we have also made bilateral representations to the South African Government.
