§ Mr. LuceSenior grades in my Department are recruited by the Civil Service Commission. The commission has recently run publicity campaigns aimed at increasing awareness amongst ethnic minorities of career opportunities in the Civil Service. The commission monitors the ethnic origin of all applicants.
