§ Mr. Peter LloydFrom April 1990, help for people on low income in paying the community charge will be provided through a community charge benefit scheme. This will be separate from the housing benefit scheme, though the rules of the two schemes will be aligned as closely as is possible. The local authority associations and the Social Security Advisory Committee are now being consulted on draft Community Charge Benefits (General) Regulations.
