To ask the Secretary of State for the Home Department, in view of the White Paper, "Broadcasting in the '90s," whether he will take steps to protect the rights of charities to continue to have air time allocated for the purpose of making appeals.

There is at present no requirement on the broadcasters to allocate air time to charities for the purpose of making appeals. We shall be considering the general question of positive programme requirements in the light of the responses to the White Paper.
