To ask the Secretary of State for Transport what assumptions are made about minimum road standards serving conurbations of more than 25,000 inhabitants.

It is Government policy that communities with more than 100,000 inhabitants should have easy access although not necessarily direct connection to a trunk road. The justification for trunk road schemes is based on a comprehensive appraisal of costs and benefits. Selection of the appropriate carriageway standards forms a part of the process.
