§ Lord James Douglas-HamiltonReturns submitted by local authorities indicate that during 1987, 23,882 households applied to be considered under the homelessness legislation. Of these, authorities assessed 9,317 as being homeless. A comparable figure for 1988 cannot be provided at present as most local authorities still have returns outstanding.
