To ask the Secretary of State for Employment if he will make a statement on the European Community Labour and Social Affairs Council held in Luxembourg on 5 April.

It was a very constructive meeting. The Council reached agreement on a common position on three draft directives concerning the minimum safety and health requirements in the workplace. These cover the workplace; the use by workers of machines, equipment and installations; and the use by workers of personal protective equipment. There was some discussion of a proposal for social measures to assist workers in the shipbuilding industry who are made redundant or threatened with redundancy; and family benefits for migrant workers. The Commissioner gave an oral presentation on a possible community charter of fundamental social rights. Finally, the Council reached agreement on a text of a resolution on continuing vocational training.
