To ask the Prime Minister whether the speech made by the Lord Chancellor in Washington, United States of America, to members of the United States legal profession represented Her Majesty's Government's policy in respect of the right of silence.

Government policy continues to be that there is a strong case for substantial changes in the law of England and Wales, but that their precise nature will be decided in the light of the recommendations made by the Home Secretary's working group, whose report is due shortly.
