§ Mr. WaldegraveWe have made repeated representations to the Czechoslovak Government over Vaclav Havel, most recently on 23 February. I take this opportunity to reiterate that we deplore the treatment of Havel, who is a distinguished writer; such treatment is contrary to Czechoslovakia's commitments under the Vienna concluding document.
