§ Mr. BlunkettTo ask the Secretary of State for the Environment if he will publish his best estimates of the total amount of business rate income lost to parish councils with(a) a population of more than 10,000 and (b) a population of less than 10,000 due to the introduction of the community charge in April 1990.
