I refer my hon. Friends to the reply given by my hon. Friend the Economic Secretary on 16 March to my hon. Friend the Member for Beaconsfield (Mr. Smith),Official Report, columns 300–1, which included a number of changes introduced by the Government to encourage charitable giving.

Some measure of the success of these changes is shown in the increases in gifts to charity. For covenanted giving, the estimated growth in real terms between 1978–79 and 1987–88 is 140 per cent. The real increase in bequests to charities over the same period is 150 per cent.
