§ Mr. Trippier[holding answer 23 March 1989]In accordance with schedule 3A to the Housing Act 1985 the Secretary of State would be required to withhold his consent to the transfer if it appeared to him that the 211W majority of the tenants affected did not wish the transfer to proceed. The Secretary of State may have regard to any information available to him, including any ballot arranged by the council. I understand that the transfer proposals, which the council approved on 23 March include the principle that a 50 per cent. turnout and a simple majority of those voting should be required.
