To ask the Secretary of State for Scotland what progress has been made in implementing a public defender in Scotland as recommended by the Hughes royal commission.

Provision has been made in the Legal Aid (Scotland) Act 1986 for the employment by the Scottish Legal Aid Board of solicitors to act for clients. My right hon. and learned Friend intends to undertake full consultations before bringing the provision into force.
