To ask the Secretary of State for the Environment if he will make a statement on the nature of the powers which he proposes to allocate to the National Rivers Authority in relation to water purity, testing and monitoring.

Mr. Moynihan

The National Rivers Authority will have a duty to monitor and test the quality of all surface, underground, and coastal waters. It will also have powers to take samples of effluent or other matter discharged into these waters, in pursuance of its general regulatory responsibilities.
