To ask the Secretary of State for the Home Department if he will call for a report from the chief constable of the west midlands on the implications for the maintenance of law and order of the activities of the group from the United States of America known as the Guardian Angels.

I understand that the chief constable of the west midlands is compiling a full report on the activities of this group which will be sent to the Home Secretary shortly. In the meantime the chief constable has advised my right hon. Friend that officers of the West Midlands police have met representatives of the Guardian Angels and have made clear their views that, while they welcome the support of members of the community in crime prevention initiatives of various kinds, groups which seek to take over the role of the police, for example by patrolling the streets, are not acceptable. I fully support this view.

To ask the Secretary of State for the Home Department if he will use his powers to order the removal from the United Kingdom of the group known as the Guardian Angels.

No. I am not aware of any justification for the use of these powers.
