To ask the Lord President of the Council if he has any plans to review the access to the Vote Office of staff of hon. Members before 8.45 am on sitting days; and if he will make a statement.

The Deliverer of the Vote keeps this matter under constant review with the object of commencing service to the staff of right hon. and hon. Members as early as possible. As my hon. Friend may be aware, the House of Commons (Services) Committee, recently recommended in its second report, Session 1987–88: "Access to the Precincts of the House" (para 37 and 38; HC 580), that the Deliverer of the Vote should retain the discretion to vary his services to non-Members.
