To ask the Secretary of State for Wales if he will seek to ensure by regulation and legislation that companies dealing in hazardous wastes will demonstrate that they have used legal means to dispose of their waste.

Provision for the certification of the proper disposal of special wastes exists under the Control of Pollution (Special Waste) Regulations 1980.

To ask the Secretary of State for Wales (1) if he will seek to ensure that companies, involved in managing tips receiving hazardous waste, will, when the tipping site is exhausted, make the site safe; and if he will make a statement;

(2) if he will introduce legislation and regulations which will give greater powers to local authorities, as waste disposal authorities, to sue hazardous waste diposing companies which break the law; and if he will make a statement.

Amendments to waste disposal law which will strengthen the powers of waste disposal authorities to enforce site licensing conditions and extend the licensing arrangements to apply after a site has been closed were amongst the proposals announced by my right hon. Friend the Secretary of State for the Environment on 29 June. The necessary legislation will be introduced as soon as parliamentary time permits.
