To ask the Secretary of State for the Home Department in how many prisons built before 1901 night sanitation has been provided during the most recent 12-month period for which figures are available; how many cells have been taken out of service to provide such facilities; and what was the cost to public funds of the conversions during this period.

During the past 12 months, essential refurbishment involving the closure of wings at Liverpool and Stafford prisons has been used as an opportunity to install integral sanitation for 141 prisoners at Liverpool and 100 at Stafford. The cells concerned will be out of service for about 21 months at Liverpool and about 18 months at Stafford until the total refurbishment is completed early in 1989. The installation of the integral sanitation has not been costed separately from the total refurbishment because there are so many elements common to both.

During the same period, different methods of installing integral sanitation have been tested in a number of old prisons without major refurbishment and without taking cells out of service for longer than a few weeks. The number of prisoners accommodated has not been reduced because working on only a few cells at a time makes it acceptable for the number in others to be temporarily increased. The schemes concerned are as follows:
