To ask the Secretary of State for Foreign and Commonwealth Affairs what recent discussions have been held between officials of his Department, their counterparts in the United States of America and the Soviet Union, and Government Ministers and officials of the Republic of South Africa concerning(a) South African membership of the International Atomic Energy Agency; (b) conditions of South African membership of the Nuclear Non-Proliferation Treaty and (c) application of International Atomic Energy Agency nuclear safeguards to South African nuclear facilities and materials.

In Vienna on 12 August the United Kingdom with the United States and the Soviet Union held talks with South Africa at which they urged South Africa to accede to the non-proliferation treaty and to place all her nuclear facilities under full scope safeguards. The United Kingdom has always opposed moves to suspend South African membership of the International Atomic Energy Agency because of the importance we attach to the principle of universality for United Nations technical agencies.
