(i) How many government departments are involved in home insulation programmes; (ii) how much money has been allocated to such programmes and (iii) what conditions have attached to the funding for the current year compared with previous years.

A number of government departments are involved in home insulation programmes for energy efficiency purposes. These include the Department of the Environment, the Scottish Office and Welsh Office, which are responsible for the home insulation scheme which provides financial assistance for loft insulation and associated works. The Department of Energy and the Training Agency are responsible for setting up and providing financial support for the community insulation projects which provide a draught proofing service for people on low incomes. The amount allocated to the homes insulation scheme in Great Britain for the current year is £15 million and the amount available to the community insulation programme is £42 million. Since 1st February 1988 grants under the homes insulation scheme have been targeted on householders in eligible dwellings who are in receipt of housing benefit, income support or family credit.
