To ask the Secretary of State for Education and Science what the National Advisory Council for the Youth Service has achieved over its last three-year term; what arrangements he intends to make for future consultation with the youth service; and if he will make a statement.

My right hon. Friend the Secretary of State for Wales and I appointed the National Advisory Council for the Youth Service in 1985 to serve for three years. The council's term comes to an end in December this year, having completed a body of useful work, up-dating and taking forward that of the previous national committee. Building on this work, new arrangements will be introduced next year for periodic consultations between Ministers and the youth service in England about selected major issues of common concern. These will take the form of national conferences to which representatives from local authorities and from national voluntary youth organisations will be invited. The detailed arrangements will be announced early next year.

The existing arrangements in Wales whereby representatives of the statutory and voluntary sectors have regular meetings with the Welsh Office will continue and will build on the work of the council.
