§ Mr. PortilloMy right hon. Friend the Secretary of State discusses British Rail's investment programme regularly with the chairman. British Rail plans to spend around £3.8 billion over the next five years. We recently approved investment in 200 additional electric rail units to improve the quality of commuter services north of the Thames.
