To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on his policy towards Kampuchea, with regard to(a) the provision of reconstruction and development aid to that country and (b) diplomatic relations with the coalition Government of democratic Kampuchea.

Mr. Eggar

We concentrate our aid on the humanitarian needs of the victims of years of conflict in Cambodia. We are not prepared to give development aid to help sustain in power the illegal Vietnamese-backed regime in Phnom Penh.

Her Majesty's Government do not recognise the coalition Government of democratic Kampuchea (we recognise only states) and have no dealings with the coalition as a Government.
