To ask the Secretary of State for Scotland whether he has decided to allow the Borders region a specific grant to make good roads damaged by heavy vehicles used for forestry; and if he will make a statement.

[holding answer 21 October 1988]: It is for the local authority to identify its needs in the production of its transport policies and programme statement and to determine the priority to be given to forestry road schemes. Full account of such work is taken in determining capital allocations but the Government have not been persuaded of the case for extra support.
