had applied for milk quotas to his Department prior to 31 July; and when they were advised that they should apply by 31 July.

Mr. Donald Thompson

It is not practicable to invite applications for milk quota from former producers until the criteria against which they are to be judged have been established. I have received many inquiries on this subject, which can be effectively answered only when the Commission's proposals for dealing with this matter have been fully considered by the Council of Ministers. In the Council discussions so far I have made known my strong reservations about the proposed 31 July application date.
